What is the SHELRB?

• It is the 5-member Board established by the 2001 General Assembly to oversee the implementation of collective bargaining rights for higher education employees of State institutions.
  
• It conducts representation elections, adopts rules and regulations, and hears issues arising from elections and negotiations and may issue rulings and orders to resolve them.
  

Who is Covered?

• Exempt and nonexempt employees and sworn police officers who are not managers, supervisors, or confidential employees of State higher education institutions. Faculty, teaching assistants, contractual or contingent employees, and employees assigned out of state are not covered.
  

• In all there are 47 units at the 17 institutions.
  

• As of July 31, 2002, elections have been held in more than half the units.
