Registration Information
 For Out-of-State Institutions Of Higher Education
Offering Online Education

Recently a bill was passed by the Maryland legislature and signed into law by Governor O’Malley which requires the registration of all out-of-state fully online programs that enroll Maryland students.  On October 17,  2012, the the Joint Committee on Administrative, Executive, and Legislative Review (AELR Committee) of the General Assembly gave emergency effect to regulations proposed by the Maryland Higher Education Commission (MHEC) to implement this new law.  These are posted on MHEC's web-site and named  “Out-of-State Online Registration – October 17, 2012" (pdf).

These new emergency regulations replace regulations originally proposed by MHEC on June 27, 2012 that were given emergency effect as of July 1, 2012 by the AELR Committee.  These regulations have been withdrawn. 

The new proposed regulations were published in the Maryland Register on November 16, 2012.

View the list of institutions determined to be in compliance with the requirements of the Education Article, § 11-202.2 of the Annotated Code of Maryland and COMAR 13B.05.01 for fully online programs.
