designed for and aimed at persons who hold or seek
to learn particular religious faiths or beliefs and
provides only educational programs for religious
vocations

states the religious nature of the degree
A religious educational institution must
apply for an exemption to operate as such in the State of
Maryland. Once the exemption is granted by the
Secretary of Higher Education, the religious educational
institution must submit, every two (2) years to the Maryland
Higher Education Commission, a financial statement compiled
by an independent accountant indicating that the institution
possesses adequate financial resources to support its
educational programs.

A prospective institution completes a
proposal in accordance with State regulations (See
COMAR Title 13B.02.04 (PDF)
for the full set of regulations)

The prospective institution submits the proposal to
the Secretary of Higher Education

The Commission staff performs a
review of the proposal to ensure its completeness
and adherence to regulations

Exemption as a religious educational institution is provided
by the Secretary of Higher Education
