Board Members


Robert R. Neall, Chair,
(term through June, 2011), Davidsonville, former member of the Maryland Senate and the Maryland House of Delegates.  Former County Executive of Anne Arundel County.  Mr. Neall has chaired and sat on several committees involving education issues while serving in the Maryland Legislature.  In addition to his chairmanship of this Board, Mr. Neall is currently the CEO of Priority Partners Managed Care Organization.  

Harriet E. Cooperman, Esq., (term through June, 2010), Annapolis, is a member of the Baltimore firm of Saul Ewing LLP and chairs its Labor, Employment, and Employee Benefits Practice Group.  Ms. Cooperman has served on related ABA and MSBA committees based on her experience representing both labor and management, and also has taught labor law and employment discrimination law as an adjunct professor at the University of Baltimore School of Law. 
Leo A. Gant, (term through June, 2009), Baltimore County, is a retired Commissioner from the Federal Mediation and Conciliation Service where he worked for 27 years and was involved in some of the nation's highest profile labor agreements, including the National Motor Freight-International International Brotherhood of Teamsters dispute, and the National Air Traffic Controllers - FAA agreement.  Prior to joining FMCS, Mr. Gant was involved in the union movement  for almost two decades.  


Sheldon E. Steinbach, Esq.
, (term through June, 2011), Rockville, is currently Senior Counsel at the firm of Dow, Lohnes, PLLC in Washington DC.  Mr. Steinbach concentrates on education law issues in his current position.  Prior to taking this position at Dow, Lohnes, Mr. Steinbach was Vice President and General Counsel at the American Council on Education, where he represented the interests of the higher education community before the Judicial, Executive, and Legislative branches of the federal government, and coordinated higher education associations on issues affecting colleges and universities.  Mr. Steinbach has also worked as an associate in a general practice law firm in Baltimore, Maryland.  Mr. Steinbach has authored a number of articles in scholarly journals and popular media on education policy.



Seymour B. Stern, Esq.., (term through June, 2010), Frederick, is a practicing attorney in Maryland with primary emphasis in real estate transactions, land development/zoning, estate/trust planning, and business law.  Mr. Stern has served in several capacities with the Maryland State Bar Association, including a period as its president.  Mr. Stern also has been a member of the American Bar Association House of Delegates, as well as president of MICPEL.  Mr. Stern is currently serving as Secretary- Treasurer and Trustee of the Frederick Health Care System, and is active in Frederick community activities.
