Health Personnel Shortage Incentive Grant (HPSIG) Program

The Health Personnel Shortage Incentive Grant (HPSIG) is funded by a percentage of physicians' fees collected annually by the Maryland Board of Physicians (Annotated Code of Maryland, Education Article 18-803).  These funds are now ready for distribution to postsecondary institutions to enhance or expand approved academic programs in health occupations experiencing personnel shortages in Maryland.

FY 2015

Maryland Certified Health Personnel Shortage List  

The Maryland Higher Education Commission invites institutions with academic programs that produce graduates eligible to take the appropriate national examination for licensure, certification, or registration in the certified health personnel shortage areas to apply for the HPSIG formula based grant. The Department of Health and Mental Hygiene annually approves the list of health personnel shortage areas based on healthcare occupational projections produced by the Department of Labor and Licensing and has certified the following health personnel shortage areas for the FY 2015 funding round:   

        Physical Therapist

        Medical & Clinical Laboratory Technician

        Medical & Clinical Laboratory Technologist

        Licensed Practical Nurse 

        General & Family Medicine Physician                                                   



Awards will be distributed after all submissions and data have been verified and award amounts computed by MHEC.  Funding is contingent upon the availability of funds.  Awardees should refer to the timetable below for grant period information and report due dates. Grant Period:   18 months, 6 month one time no cost extension possible


RFA Issued April 10, 2015
Applications Due   May 18, 2015
Preliminary Notification of Award June 24, 2015
Grant Begins June 24, 2015
Full Payment Issued (after graduation verification) July 2015
Interim Report #1 Due        

November 2, 2015

Interim Report #2 Due June 6, 2016
Grant End Date December 6, 2016
Final Report Due   March 6, 2017

A one-time no cost six-month extension may approved if justified. Please see the RFA for additional information.
